Layer 2 MEV refers to the extraction of value by network participants through the reordering, inclusion, or censorship of transactions within off-chain execution environments like optimistic or zero-knowledge rollups. These protocols delegate transaction sequencing to centralized sequencers or decentralized committees, creating a concentrated point of control for transaction priority. This structural arrangement facilitates front-running, back-running, and sandwich attacks by exposing pending order flow before final settlement on the base layer.
