It involves determining how upgrades are deployed, how emergency pauses are initiated during exploits, and how treasury funds are allocated.

Effective governance is critical because bridges are often high-value targets for hackers. Participants in governance may include token holders, multi-signature wallet signers, or decentralized autonomous organizations.
