## Order Priority Rules

Order Priority Rules are the codified policies that determine which orders are matched first when multiple orders exist at the same price level. The most common rule is Price-Time Priority, where orders at the best price are filled first, and among those, the earliest order is filled first.

Other rules include Pro-Rata allocation, where volume is distributed proportionally among participants at the same price. These rules are encoded into the matching engine and must be applied consistently to ensure fair market access.

Any deviation from these rules, or the introduction of jitter that obscures the true arrival time of orders, can lead to distrust among market participants and regulatory scrutiny.
