## Quorum Manipulation

Quorum manipulation is an attack where an actor prevents or forces a governance vote by manipulating the number of participants or the amount of tokens required for a quorum. By either preventing enough votes from being cast or artificially inflating the vote count, an attacker can ensure a desired outcome.

This is often used to block emergency security patches or to force through malicious changes. It is a strategic attack on the mechanics of decentralized decision-making.

The goal is to subvert the democratic process of the protocol.
