Protocol Layer Governance refers to the mechanisms through which changes to a decentralized protocol’s code, parameters, or economic policies are proposed, debated, and enacted. In the context of derivatives, this includes the ability to adjust margin requirements, add new collateral types, or modify compliance hooks.

Effective governance is essential for the long-term sustainability of a protocol, as it allows the community to respond to changing market conditions and regulatory environments. However, governance processes can also be slow, contentious, or susceptible to capture by large token holders.

Designing robust governance structures that are both decentralized and responsive is a major challenge in DeFi.
